What Fellay actually did say, however, was that this was something mentioned in the Vatican halls by Vatican officials, which he repeated:

We will continue to say that there is a crisis in the church. Sometimes it’s really frustrating because in Rome they give the impression that everything is fine, and the next day we talk to them it’s not. These are the words from the Secretary of the Congregation for the Doctrine of the Faith: “But you know, it’s the priests, it’s the bishops, it’s the Catholic universities: they are full of heresies!” That’s what the the Secretary of the Congregation for the Doctrine of Faith told us in June 2009!   1. While I don’t doubt that this is true, I think we have to focus on the bishops who are not heretics. The bishops are the successors of the apostles, and if the bishops are heretics, it throws the whole legitmacy of the Catholic Church into question. If the only non-heretic is the Bishop of Rome, then basically we’re saying that the 11 apostles other than Peter have lost the faith. To me, that means that the Catholic Church isn’t the church founded by Christ.

    That’s why I always try to stick up for the bishops! There may have been bishops who lost the faith, but Christ won’t let the bishops as a whole lose the faith. We have to focus on the good shepherds and think of the wayward ones as anomalies, IMHO.
